The employment of long-term foreign experts plays an important part in implementing the policy of opening up to the outside world and strengthening the international exchanges and corporation. It has a significant effect on promoting the university’s academic teaching and scientific researches. In order to improve the management of foreign experts’ affairs, we hereby make the following administrative regulations in accordance with the state relevant policies and the actual situation of the university.
第一章 总 则
第一条 聘请长期外籍专家来校工作旨在推进学校教育教学改革，提升科研水平, 促进科学管理，推进国际化进程，为学校整体发展服务。
The main purposes of inviting long-term foreign experts to work in CQUPT are as follows: to serve the reform of education and teaching, to promote scientific researches, to reinforce the international communication, to introduce advanced resources for the overall development of the university.
The employment of long-term foreign experts should be based on practical demand and foreseeable efficiency.
第二章 行 政 管 理
Foreign Affairs Office (FAO) is responsible for administrative management and takes care of foreign experts’ daily livings on campus with the assistance of relevant departments, while the teaching work is arranged by the relevant departments under the supervision of FAO.
Foreign experts should abide by the rules and regulations of the university. In case of illness or personal affairs, they should inform the leaders of the departments and ask for the permission. If they need to leave the university temporarily due to illness or personal affairs, they should have the consent of FAO before they leave. Absence from teaching for no reason, or unauthorized leave is considered a serious violation of the university regulations and will be criticized, even be deducted a certain amount of money from the wages according to the seriousness of the case or directly lead to the end of working contract.
Outstanding work of foreign experts should be awarded, and poor performance in the work should be pointed out for the purpose of improvement. Those who have bad performance in the work or are unable to complete their work will be dismissed by the university and the higher authorities should be informed for the record.
Foreign experts are encouraged to take part in various recreational and sports activities organized by the departments. FAO and the departments should create conditions for the enrichment of their cultural life, which is an opportunity for them to know more about China.
The religious beliefs of foreign experts should be respected, but advocacy of religious beliefs is prohibited in the research and teaching activities. General involvement of religious background and knowledge in the teaching should not simply be regarded as religious propaganda.
Foreign experts are suggested to avoid sensitive political issues in their teaching and research activities. Different point of views on certain political issues should be properly dealt with according to the circumstances. Intentional attacks and provocative political comments by the foreignexperts should be reported to FAO in time.
Working off the campus without permission or taking part-time jobs is forbidden. Those who violate this rule will shoulder the responsibilities of breaking the university regulations.
Relevant departments should evaluate the work of foreign experts one month before the end of each semester, and the work assessment and comments should be handed in to FAO in two weeks before the end of the semester.
Teaching and Research Management
Departments should designate a staff to coordinate with the foreign experts in academic teaching and scientific research. In addition, they should also arrange some excellent teachers to work together with foreign experts to learn from their research experience, and teaching methods.
第十一条 校内用人单位根据外籍专家所授课程门类的难易程度和工作性质，妥善安排他们的教学任务，外籍专家的每周授课时数一般为14 - 16学时；科研工作量视具体情况而定。
Foreign experts’ work should be arranged properly according to the difficulty and the nature of the teaching unit. Generally, class-hour per week is between 14 and 16 teaching hours. Scientific research responsibilities will be depended on specific projects.
The relevant departments of the university should brief the foreign staffs an introduction upon their arrival at the university, to the department general information, including teaching and research affairs. Books, reference materials and teaching aids necessary for teaching and scientific research should be provided to foreign experts by relevant departments.
Foreign experts should follow the teaching program and teaching plan in their teaching. Teaching materials can be decided after the discussion between the departments and the foreign experts. Foreign experts are encouraged to introduce good foreign textbooks and audio-visual auxiliary teaching materials. Foreign experts are encouraged to introduce advanced teaching methods and skills, and make operable/practical suggestions on the cultivation objectives and teaching reform.
Foreign experts are encouraged to participate in various activities in the departments where they work, such as academic meetings, seminars and appraisal activities, which are related to teaching and scientific research. Foreign experts are encouraged to publish academic papers in journals and to participate in conferences on teaching and scientific research.
Relevant departments should organize class observation and demonstration at irregular times in order to get to know the teaching quality of foreign experts and their needs in teaching and research, and to solve the problems. Meanwhile, departments should evaluate foreign experts’ teaching and research work, so that to ensure the successful implementation of the teaching and research plan.
FAO requires teachers to inform them of travel outside the city. Foreign experts are not to change teaching schedule and location at their own will, and are not allowed to miss or change classes to travel without the approval from FAO in the middle of a semester. For exceptional cases, they need to get the approval from FAO before the leave, and should make up the missed classes afterwards.
第四章 日 常 管 理
Management of Daily Livings on Campus
FAO is responsible for the management of the daily livings on campus of long-term foreign experts while the relevant departments should assist in the management.
Before the arrival of the foreign experts, FAO should contact them to check their itinerary, arrange the pick-up, and to provide them with the on campus apartment and basic living facilities for the foreign experts. At the same time, FAO should inform the relevant departments to make proper teaching arrangements.
After the arrival of foreign experts, FAO should give them a brief introduction to the university information, the related Chinese law and regulations, the policies of religions as well as information about immigration and residence permit for foreigners.
FAO staffs should help foreign experts get familiar with their living environment, such as shopping centers, clinics or hospitals, transportation and security, etc. and pay for their medical insurance according to the agreement.
FAO and the relevant departments should keep in touch with foreign experts regularly, be concerned about their life and work, and help them solve problems and overcome difficulties so that they can quickly adapt to the new working and living surroundings. For the maintenance of the furniture, electric appliances and housing facilities in the apartments, foreign experts should contact FAO, and then FAO is responsible for the coordination with the maintenance departments.
Should any accidents take place during the period of foreign experts’ working in the university, FAO should work together with the relevant departments to deal with the issue timely and properly, and at the same time, report the accident to the university leaders as well as the higher authority, and inform the Embassy/ Consulate inChinaand their families immediately.
When the contract with the foreign experts ends and they are leaving the university, FAO and relevant departments should make proper arrangements for their leaving, and at the same time, take back their Campus Card, Foreign Experts Certificate and Resident Permit, etc. FAO should notify the Municipal Immigration Bureau in time to cancel their residence permit.
After the foreign experts leave the university, FAO and the relevant departments should well keep their information and records.
This regulation will take effect on the date of its publication. FAO is responsible for the interpretation.
